Agenda for Planning board meeting – June 1 – 06/01/20
Date and time: 06/01/20 06:30 pm to: 06/01/20 08:30 pm
Organizer: Bill Chaisson
Participants: Jeff Gill, Scott McCullough, Linda Scofield, Patricia Brown, Mark Kozikowski, Gary
Palumbo, Adam Ricker
Location: Via Zoom

  1. Acceptance of Meeting Minutes from Previous Meeting
  2. Review of Correspondence Received
    Minutes of April 27 Note meeting as amended
    Note Minutes of May 4 meeting
  3. On Tuesday, May 5 Tobyn Olson sent the following email:
    “Ken measured the distance between the current slab and the cold storage buildings this morning. There was
    over 43 feet, so, even when we move the new building 10 feet closer to the cold storage there will still be over
    33 feet between the two in the tightest space.
    “Ken also contacted Phil Nicholson and gave him that dimension. Phil touched base with the fire marshal and I
    believe that he is going to come and take a look at things. I am not sure when that will happen but I will let you
    know as soon as I do. Phil also thought that the fire marshal would require a second man door in the back
    corner of the larger building next to the garage door that faces the cold storage. We have contacted LaValleys
    about adding another 3’ door in that location.
    “In regards to the dimensions being noted on the exterior elevations, I have contacted LaValleys about this as
    well and will be back in touch with you as soon as I hear from them.
    I will ask that the additional door be drawn in as well.”

  7. Craig Sterritt of Harper Environmental Associates sent this inquiry (initially to the town clerk on May 11;
    she forwarded the message to me):
    Hi Bill,
    I’m completing a Phase 1 Environmental Site Assessment of the Blackwater Auto Body property located at 78
    Pancake Street. I was wondering if you are familiar with the property and if you have any knowledge of a spill,
    leak, underground storage tank or other past use or event that could cause or contribute to an environmental
    condition at the property. There is nothing in the state records to indicate that it has ever been the subject of an
    investigation or remediation.
    If you like, you can call me on my cell phone anytime: 802-353-4277.
    Many thanks,
    After going through the property folder and then consulting with the town’s attorney Mark Puffer, I sent this
    response on May 13:
    Hi Craig,
    I have looked through the property folder for this lot and:
    • The Town has no record of any incidents, spills or leaks at the property;
    • The Town has no record of any investigation or remediation at the property involving environmental issues;
    • The Town in providing such information, however, is not guaranteeing the absence of any incidents, spills,
    leaks, investigation or remediation, makes no representation about the condition of the property, and shall
    incur no liability as the result of providing such information.
    If you have further questions, give me a call.
  8. The town’s perambulation of its boundaries are overdue or due. I contacted all the adjacent towns via
    email and am in the process of setting up perambulations in late October or early November. This is by law a
    BOS matter, but planning board members may be interested in being the BOS’s designees to do the walks.
  9. Rec’d May 22. Notice of public hearing at Danbury Town Hall on June 9. For multi-phase cluster
    residential development at Ragged Mountain Resort.
    Progress toward meeting conditions of decision: Olson/Floorcraft Note site plan review
    Note Progress toward meeting conditions of decision: Conway/Sanborn site plan review

  13. Conceptual meeting with Huckleberry representative about revision of Note site plan review.
  14. Conceptual meeting with Peggy Tremonte about proposed subdivision of 013-048-0000 at the end of
    Howe Road (extension of Cascade Road).
  15. Bill has standarized and cleaned up all of the application forms and their instructions. The content has
    not been changed. Only the formatting has been altered. They are presented for the board’s review.
  16. Bill has made an Excel spreadsheet that keeps track of the current use paperwork. No single
    document existed before that kept track of what documents we did or did not have. Every five years the town is
    obligated to check in with all CU property owners to update management plans, assessment matrices, and
    plans that map the distribution of CU categories on each property. This event just passed this winter, which is
    what prompted the collation of this data.

Town of Wilmot is inviting you to a scheduled Zoom meeting.
