Meeting was called to order in the Town Office Building at 7 p.m. Present: Chairman Ken Grossman, Vice-Chairman Brian Faughnan, Secretary Janet Howe, Selectman Kenny Clarke, Geoff Lizotte, and alternates Richard Lee and John Bowman. Tim Wallace was also in attendance.
Minutes of June 14 meeting were accepted as submitted.
Correspondence:
Complete Forestry Notification from D.E.S. on Davis property Tax Map 10: Lots 4 and 4-1.
Copy of letter to D.E.S. from Bruce & Bonnie Bean with description of the restoration plan completed on their Stonebridge Road property (Map 11:12 and 13:13)
E-mail correspondence between Richard Chase (Chair of Planning Bd.) and Ken Grossman regarding the WCC having access to plans being reviewed by the Board.
Reports:
Selectmen: Kenny Clarke reported on the discussion taking place between the Board of Selectmen and the Davises regarding the potential purchase of their property on Rte. 4A.
Planning Board: Ken Grossman attended July 9th hearing on the Lunt subdivision. There is one crossing of a wetland on the proposed plan. (See notes below on the discussion with the project engineer.) A discussion regarding septic designs and chemical discharges from them was part of the hearing, and Ken proposed that the WCC consider a future workshop on this issue.
Conservation Plan:
Geoff’s draft of the “Section 4 – Land Conservation Priorities” was discussed at some length, and Geoff will further research some of the specifics for mapping purposes. Brian showed us the maps he has been working on. John suggested that the cost to taxpayers be listed as one of the criteria rather than an “additional” criterion. The issue of cost to the community of different land use is a subject to discuss at length.
Dredge and Fill permitting procedures: Ken distributed his draft, and we will study them and discuss them at our August meeting.
Gary Spaulding, engineer on the Lunt proposal, presented the preliminary plan for the subdivision on Rte 4. (Map 8:19 and 19-1) There is a 4300 sq.ft. crossing impacting wetlands. Discussion regarding culvert design took place. The WCC will conduct a site review on Wed., July 18, at 3:30. The Commission appreciates being involved early in this process and will write a letter to the D.E.S. to accompany the application to expedite the process for Mr. Lunt.
