WARRANT FOR THE TOWN MEETING
THE POLLS WILL BE OPEN FROM
8:00 AM TO 7:00 PM

To the inhabitants of the Town of Wilmot, New Hampshire
in the County of Merrimack in said State,
qualified to vote in Town Affairs:

You are hereby notified to meet at the Wilmot Town Hall in said Wilmot, NH on Tuesday, the 13th day of March 2007 at 8:00 of the clock in the forenoon to act upon the following subjects:

ARTICLE 1: To choose all necessary Town Officers for the ensuing year.

ADJOURN TO THURSDAY, MARCH 15th, 2007 AT 7:00 PM.

ARTICLE 2: To see if the Town will vote to raise and appropriate the sum of one million fifty-eight thousand, seven hundred and thirty-six dollars ($1,058,736.00) necessary to defray Town charges for the ensuing year.

ARTICLE 3:  To see if the Town will vote to raise and appropriate the sum of fifty-six thousand dollars ($56,000.00) for the purchase of land on Route 11 known as Tax Map 012, Lot 18 (ten acres) owned by Dorothy May Jones for the use of the transfer station.
Recommended by the Selectmen

ARTICLE 4:  To see if the Town will vote to raise and appropriate the sum of fifteen thousand dollars ($15,000.00) for the purpose of surveying boundaries, topography and legal fees for the property known as Tax Map 012, Lot 18 ( the transfer station property).
Recommended by the Selectmen
If Article 3 fails, this article is null and void.

ARTICLE 5:  To see if the Town will vote to raise and appropriate the sum of ten thousand dollars ($10,000.00) for the purpose of a site development plan for the property known as Tax Map 012, Lot 18 (the transfer station property).

ARTICLE 6: To see if the Town will vote to raise and appropriate the sum of six thousand dollars ($6,000.00) for the purpose of supporting The Wilmot Learning Place. Recommended by the Selectmen

ARTICLE 7: To see if the Town will vote to raise and appropriate the sum of fifty thousand dollars ($50,000.00) for the purpose of funding operations for the Wilmot Volunteer Fire Department and the Wilmot F.A.S.T. Squad.
 Recommended by the Selectmen

ARTICLE 8: To see if the Town will vote to raise and appropriate the sum of twenty-five thousand dollars ($25,000.00) to be put into the Fire Truck Capital Reserve Fund for the replacement of a fire truck.
Recommended by the Selectmen

ARTICLE 9:  To see if the town will vote to repeal RSA 36: A thereby abolishing the Conservation Commission for the following reasons: The Wilmot Conservation Commission has exceeded demands on the town that they promised at their creation in 2004 they would not do.  The Conservation Commission has demonstrated financial irresponsibility and burden to the taxpayers of the Town of Wilmot.

ARTICLE 10:  To see if the town will vote to deposit the revenue collected pursuant to RSA 79-A (the Land Use Change Tax) in the Conservation Fund in accordance with RSA 36-A:5, III as authorized by RSA 79-A:25, II, up to a maximum of fifteen thousand dollars ($15,000.00) per year.

ARTICLE 11: To see if the Town will vote to authorize the Selectmen to sell any material or equipment deemed to be surplus to the Town needs; sale of highway material or equipment to be made with the approval of the Road Agent.  Recommended by the Selectmen

ARTICLE 12: To see if the Town will vote to raise and appropriate the sum of twenty-seven thousand dollars ($27,000.00) for the purpose of road improvements to the Tabor Hill Development and to authorize the Selectmen to withdraw thirteen thousand five hundred dollars ($13,500.00) from the New Hampshire Public Deposit Investment Pool account created for that purpose from road impact fees to offset the cost.

ARTICLE 13:  To see if the town will vote to enter into a five (5) year lease/purchase agreement for a backhoe  for the Highway Department and to raise and appropriate the sum of nineteen thousand, eighty dollars ($19,080.00) for the first annual payment.

ARTICLE 14:  To see if the town will vote to create an expendable Trust Fund under the provisions of RSA 31:19-a, to be known as the Paving Fund, for the purpose of paving Wilmot roads and to appoint the Board of Selectmen as agents to expend from this fund for said purpose and to raise and appropriate the sum of thirty-five thousand dollars ($35,000.00) to be placed in this fund.

ARTICLE 15:  To see if the Town will vote to raise and appropriate the sum of ten thousand dollars ($10,000.00) to be placed in the Bridge Capital Reserve Fund created for the purpose of repairing and replacing bridges.

ARTICLE 16: To see if the Town will vote to raise and appropriate the sum of five thousand dollars ($5,000.00) for the purpose of continuing the funding of the Wilmot Town History Committee in preparing a book on the History of Wilmot for the Town's 2007 Bicentennial.
Recommended by the Selectmen

ARTICLE 17: To see if the Town will vote to raise and appropriate the sum of six thousand dollars ($6,000.00) for the purpose of a Town-wide Bicentennial Celebration in 2007 and to be placed in the 2007 Bicentennial Celebration expendable fund created in 2005 for this purpose.
Recommended by the Selectmen.

ARTICLE 18: To see if the town will vote to raise and appropriate the sum of four thousand two hundred dollars ($4,200.00) for the purpose of a Recreation facility at the Wilmot Recreation Area and be placed in the Wilmot Recreation Area expendable fund created in 2005 for this purpose.

ARTICLE 19: To see if the Town will vote to raise and appropriate the sum of one thousand five hundred dollars ($1,500.00) for the purpose of supporting and funding the services of the Kearsarge Area Council on Aging.  Recommended by the Selectmen

ARTICLE 20: To see if the Town will vote to raise and appropriate the sum of eleven thousand, six hundred ninety-one dollars ($11,691.00) for the purpose of supporting and funding the services of the New London Hospital Ambulance.  Recommended by the Selectmen`

ARTICLE 21: To see if the Town will vote to raise and appropriate the sum of three thousand, three hundred sixty-four dollars ($3,364.00) for the purpose of supporting and funding the services of the Lake Sunapee Region Visiting Nurse Association.
Recommended by the Selectmen

ARTICLE 22: To see if the Town will vote to raise and appropriate the sum of three thousand four hundred and thirty-two dollars ($3,432.00) for the purpose of supporting and funding the Community Action Program.
Recommended by the Selectmen

ARTICLE 23: To see if the Town will vote to raise and appropriate the sum of twenty thousand dollars ($20,000.00) for the purpose of a revaluation and to be placed in the Revaluation Capital Reserve Fund.
Recommended by the Selectmen

ARTICLE 24:  To see if the Town will vote to raise and appropriate the sum of three thousand five hundred forty-seven dollars ($3,547.00) for the purpose of reverse 911 technologies.
Recommended by the Selectmen

ARTICLE 25:  To see if the Town will vote to raise and appropriate the sum of ten thousand dollars (10,000.00) for the purpose of completing the restoration of the Soldiers Monument and the creation of an appropriate tribute to all Veterans, the funds to be placed in the Soldier's Monument Expendable Trust Fund created for this purpose in 2004.

ARTICLE 26:  To see if the town will go on record in support of effective actions by the President and the Congress to address the issue of climate change which is increasingly harmful to the environment and economy of New Hampshire and to the future well being of the people of Wilmot.
These actions include:
1.      Establishment of a national program requiring reductions of U.S. greenhouse gas emissions while protecting the U.S. economy.
2.      Creation of a major national research initiative to foster rapid development of sustainable energy technologies thereby stimulating new jobs and investment.
In addition, the town Wilmot encourages New Hampshire citizens to work for emission reductions within their communities, and we ask our Selectmen to consider the appointment of a voluntary energy committee to recommend local steps to save energy and reduce emissions.

The record of the vote on this article shall be transmitted to the New Hampshire Congressional Delegation, to the President of the United States, and to declared candidates for those offices.
