The meeting was called to order at 6:00pm with Chairman Thompson, Selectman Clarke, Selectman Huntoon and Administrative Assistant Rhonda Gauthier in attendance.
Police Chief White attended the meeting just to check in.
The minutes from May 9, 2007 meeting were approved.
Accounts Payable and Payroll were approved.
Liz Kirby met with the Board to update them on the status of the Soldiers Monument. The soldier is back on his monument and the attendance was great at the replacement ceremony even though it was a rainy day.
Donna Sweet from Granite Hill Road met with the Board after the Selectmen received a letter of complaint describing the damage to her stone wall during the May floods. Mrs. Sweet will meet with the Road Agent and see what repairs can be made and what can be done to reduce the chance of damage in the future.
By invitation of the Selectmen, Gary Palumbo met with the Board due to the interest he showed in being a member of the Planning Board. The Board voted 3-0 in favor of appointing Mr. Palumbo to the Planning Board.
Mr. Begley and Mr. and Mrs. Eaton came in to object to the noise coming from the Lonsdale property on Kearsarge Mountain Road. They asked why they were not notified of his new business cutting stone. The Selectmen informed them that to apply for a home occupation/cottage industry the owner does not have to inform the abutters. The Administrative Assistant will send Mr. Lonsdale a letter informing him of the complaint and asking him to attend a Selectmen's meeting.
The Board reviewed the town attorney's recommendations for the contract to lease/purchase the new backhoe. The Administrative Assistant will send the contract back to Milton Cat and have them work directly with the town attorney.
The Board voted 3-0 in favor of adopting the NRRA suggested rates for disposal fees at the transfer station starting May 26, 2007. A sign will be ordered and ads will go in the paper.
Fire Chief Rick Gauthier met with the Board to ask if it is possible to put a dry hydrant at the Kearsarge Valley Road Bridge sight. The Selectmen agreed that it is a good idea and for the Chief to work with Karl from the North Country Resource & Development Council.
The Chief also update the Board on the Deerwood subdivision. The first house is going up and they equipped it with sprinklers. The Chief is pleased and recommended that the Board visit the sight.
Due to the large house being built on Granite Hill Road the Chief asked if there could be an addition to the building permit application to have people sign and notarize stating that they will be building exactly what they are applying for. The Selectmen suggested having it added to the building permit application itself.
Correspondence Reviewed:
· Department of Transportation; Approval of the engineering study and preliminary plan for Kearsarge Valley Road Bridge
· Department of Transportation; biennial inspection of town owned bridges
· Department of Transportation; driveway permit for Wilcox on Kearsarge Mountain Road
· Department of Environmental Services; permit for Kearsarge Valley Road Bridge
· Wilmot Volunteer Fire Department; approval of Wilcox subdivision not needing water supply due to the proximity of other water supply sources in the area.
· Devine Millimet; statement for services to attend a Selectmen's meeting in November- Selectmen Thompson stated that he was under the impression that it would be a free consultation by the bond attorney. Selectmen Thompson will write a letter explaining this.
· American Cancer Society; invitation to relay for life on June1, 2007. Selectman Huntoon will be attending and participating.
· Chris Wells; resignation from the Conservation Commission.
· CWS Fence and Guardrail; informing the Board that they are available to the Town for any assistance needed in the layout and construction of the bridge on Shindagan Road.
· NH Cultural Resources; informing the town that the Montreal-Boston bike tour is being postpone until 2008.
The Board approved and signed the worker's compensation multi-year agreement
between the Town and Primex.
The Board granted a property tax abatement to Richard and Theresa Lee on Twist Hill
Road and denied a land use change tax abatement for Janice and George Dancer on
Pedrick Road.
The Board approved current use applications for Kearsarge Kraftworks on Kearsarge
Valley Rd, the Folciks on Cascade Road, and Lacaroz on Kenniston Rd. The Lees on
Twist Hill Road and The Scotts on Kearsarge Mt Road received approval to reclassify
their current use.
Building permit applications were approved for the Fassetts on Campground Rd to
build a garage and the Pascoes on Hobbs Hill for an addition.
The next Selectmen's meeting will be on June 6, 2007, 6:00PM.
