Selectmen's Meeting Minutes 5/2/07

The meeting was called to order at 6:00pm with Chairman Thompson, Selectman Huntoon, Selectman Clarke and Administrative Assistant Rhonda Gauthier.

At the invitation of the Board, the Road Agent, Lee Ford and Dean Hughes, the transfer station attendant met with the Board.  Dean informed the Board that he was concerned with the amount of construction that people are throwing into the compactor even though the town only allows one bag.  He suggested that the town get a separate unit to throw construction debris and begin charging residents a disposal fee.  The Board agreed and will decide on a reasonable amount.

Mr. Ford updated the Board on the road damage cause by the April flooding and the lease/purchase of the new backhoe.  

Mr. Ford and the Board reviewed the proposals for the Shindagan Road Bridge.  The Board would like to invite Concrete Systems Inc. (CSI) to the next meeting to discuss questions they had with their proposal.

The minutes from April 24, 2007 meeting were reviewed but there were changes that needed to be made.

Accounts Payable and Payroll were approved.

Review of Correspondence:

·       The Selectman signed an abatement request by the Wilmot Tax Colletor.
·       NH DES informed the town that the wetlands application for Kearsarge Valley Road Bridge was administratively complete but the Conservation Commission did not sign off on the application.  The Conservation Commission had in fact written a letter of approval and it was faxed to DES.  The Administrative Assistant will look into this matter further.
·       Pat Brown sent a letter inquiring about the commercial classification of  Scott's YardCare.  A letter and the Notice of Decision from the Planning Board granting Mr. Ellison a permit to run a full retail business will be sent to Mrs. Brown.
·       Paul Mercier (town auditor) sent a memo requesting the Trustees of  the Trust Funds to invest in a higher interest bearing account.
·       Senator Gregg sent an update on the April storms.
·       Police Chief White sent information on the Montreal-Boston bike tour going through Route 4 in Wilmot on August 10, 2007.
·       Fire Chief Gauthier sent a courtesy copy of a letter he sent to Mr. Lunt on Route 4 regarding water supply in his proposed subdivision.
·       The Beans on Stonebridge Road sent a copy of their proposed restoration plan on Map 11, lot 12 as request by DES.
·       Donna Sweet from Grace Road sent the Town a complaint  regarding the misuse of land on Grace Road.  The Road Agent will visit the property to inspect any damage.  A letter will be sent to Mrs. Sweet to inform her of the Town's actions.
·       The Board issued building permits to John and Julie Morse on Patterson Road to have a temporary trailer while their new home is being built and to Robert Prinicipato on Howe Road to build a new home.
·       The Board reviewed survey proposals for the transfer station property. The Board asked to invite Ryan MacDonald from Provan and Lorber, Inc to the next Selectmen's meeting to go over his proposal.

          The Board reviewed a letter from the Zoning Board of Adjustment regarding the Taylor subdivision on Cross Hill Road. The ZBA requests that the Selectmen clarify the scope of their responsibilities because they feel that the Planning Board has chosen to ignore their decision. Selectman Clarke recused himself from all discussion and decision making because he was on the Planning Board at the time of the subdivision.   The Board will reply in writing to the ZBA.

          There was discussion on the old schoolhouse on North Road that has collapsed.  Selectmen Clarke said he will clean up all of the debris if the town pays for the dumpster.  The Board agreed that it should be done and thanked Selectman Clarke for his offer.  The Selectmen asked the Administrative Assistant to contact the Historical Society and ask if they have any interest in any part of the building or stones before they move the debris.

          The next Selectmen's meeting will be on May 9, 2007 at 6:00PM.
