Selectmen's Meeting Minutes 3/28/07

The meeting was called to order at 6:00pm with Chairman Thompson, Selectman Huntoon, and Secretary Connie Aldrich in attendance.
  
Chairman Thompson read a letter of resignation from Selectman Robert Levengood, which was accepted with regret.  A letter of acceptance and of appreciation for his service to the Town of Wilmot will be sent.

The Minutes from February 28 were approved.

Road agent Lee Ford met with the Board to give an update of town roads and mud season.  The Shindagan Road Bridge proposals and meeting with the concrete Systems, Inc (CSI) representative was discussed.  Mike Hansen will be called to address the Campground Road Bridge and the Shindagan Road bridge issues.  The backhoe will be ordered from Milton Cat.  The representative from Waste Management will be called to meet with Lee to address the concerns of the chutes (shelves) installed on the compactor at the Transfer Station, some of the suggestions were to drop the shelves down and round over the edges.  The updated road impact fee information regarding the New Canada Road subdivision was discussed.

The Kearsarge Valley Road Bridge plan was reviewed by the Board and Mr. Ford.  A precast concrete arch bridge has been designed with railings similar to those on the Campground Road Bridge.  Chairman Thompson talked about Senate Bill 39 dealing with the state funding for bridge replacement resulting from the May 2006 flooding FEMA funding. He will keep the Board apprised of the funding progress.

Brenda Snyder met with the Board with regard to the meeting March 29, 2007 with the Water Resources Group’s field trip in Wilmot to identify water resources and address rural fire protection.  Selectman Thompson will represent the Board.  Brenda will report on the findings of the group.







Accounts Payable and Payroll were approved.

A policy for signing the manifests by the Selectmen was adopted.

Review of Correspondence:
? AA Tree Service Intent to Cut timber extension was signed for Todd Perkins.
? Letter of residency from Donald Brady was reviewed.
? Letter of permission to ride ATVs on town roads was read.  The Board discussed and decided to continue the current policy taht ATV's are not allowed on Town Roads. A response letter will be sent to Pearle Butler.
? DES letter of complete forestry notification to Todd Perkins was read.
? Wilmot Police Department notice on Incident Command Training on April 21, & 22, 2007 will be attended by Chairman Thompson and Selectman Huntoon if possible.
? The letter from Environmental Groundwater Associates proposed withdrawal at Bog Brook Well site in Sutton was read and a copy will be sent to Conservation Commission with an invitation to send someone from the commission to the hearing.
?The response letter regarding the Wetlands permit from Bruce and Bonnie Bean was reviewed.
?The Sullivan County Hazard Region Planning letter was read and a copy was forwarded to Health Officer Eric Westerberg.

Fritz Giddings spoke of Selectman Levengood’s dedication and hard work as a Board member.  Mr. Giddings would like to be considered as a candidate to fill the vacancy.

Building Permits were signed for Kellogg’s new home on Deerwood Drive, Winkler’s garage and an updated permit for Monica Banerjee’s home on Granite Hill Road.

Intent to Cut was signed for Clarke on Eagle Pond Road.

The Holden Engineering Contract was read and discussed with questions to be answered.  

A letter to Ms. Vaillancourt was signed, as well as a 911 letter to the Morse’s on Patterson Road.

Town Hall upgrade for Handicap Accessibility was discussed with a request to give Lee Ford the findings of a previous study and await his recommendations.

The Board re-affirmed the policy of one selectman being appointed to contact the town’s attorney. This will be discussed in detail at the next Selectman’s meeting.





          The next Selectmen's meeting will be on April 11, 2007 at 6:00PM.

          Meeting adjourned at 8:50pm.
