Selectmen's Meeting Minutes 12/06/06

The meeting was called to order at 6:00PM with Chairman Thompson, Selectman Levengood, Selectman Morse and Administrative Assistant Rhonda Gauthier in attendance.

The minutes from November 29, 2006 were approved.

The Board met with Pierre Bedard to discuss the Davis' property on the Springfield/Wilmot line. Pierre did a survey of the property and the town of Springfield would like to know if the Selectmen agree with the survey.  It appears that an abutter has a cabin on the Davis' property and it needs to be removed in order for the Davis' to put a Conservation Easement on their property. The Selectmen will take it under advisement, do some more research and discuss it at the next Selectmen's meeting on December 13, 2006.

The Board met with Ken Grossman and Chris Wells from the Wilmot Conservation Commission to discuss a proposed warrant article.  The Conservation Commission is requesting a warrant article to have all land use change tax deposited to the Conservation fund instead of the town's general fund.  Chairman Thompson advised Ken and Chris that they could petition the Board for a warrant article.  Ken and Chris were aware of that but they are looking for the Board to recommend the article. No decision was made as to whether the Board would recommend the article or not.

Mr. Brady came in to meet with the Board to update them on the town hall/library furnace.  There was some discussion that the furnace may have a malfunction or design flaw. The Administrative Assistant will look into the problem.

Fire Chief Rick Gauthier met with the Board to discuss the Capital Improvement Plan.  The Wilmot Volunteer Fire Company does not want to be part of the town's Capital Improvement Plan. The CIP asks for$32,200 more money than the fire department requests each year. Chief Gauthier reminded the Board that the Town of Wilmot is served by an autonomous volunteer fire department voted on in March of 1995. Each year the Town appropriates funds to the support of the volunteer company by a special article in the warrant.  The funds are not designated for any particular purpose. The Fire Department shows a detailed statement of payments in the town report each year. Chief Gauthier explained that this has been a very successful way of managing the fire department for a long time and they do not want to change it.  The Selectmen explained that the CIP was to plan ahead for all large capital expenditures to even out the town's expenses.

Chief Gauthier also had questions about the Taylor subdivision on Cross Hill Road that was approved by the Wilmot Planning Board on December 4, 2006.  Chief Gauthier recommended that a cistern be placed in the subdivision, and he wanted to know why it was approved without any water supply.  Chief Gauthier asked Chairman Thompson to go to the Planning Board, representing the enforcing body to ask why they disregarded Section VII-C of the Wilmot Subdivision Regulations. Chairman Thompson and Selectman Morse said that they were at all three Planning Board meetings pertaining to that subdivision and the Planning Board addressed the water supply needs and decided it was not necessary because there are enough other water sources in the area.   On that basis Chairman Thompson declined and asked the Chief to send a letter to the Planning Board instead.

Correspondence reviewed:
·       NHDES - Explaining the changes to the household hazardous waste grant funding rate and the grant cycle.
·       Town of Newport - Site plan review on December 12, 2006 to construct a wireless communications facility on Tax Map 21 lot 55 located at Reeds Mill Road in Newport NH.
·       County of Merrimack - draft of 2007 budget.
·       Town of New London - requesting the Town of Wilmot to join surrounding towns in reverse 911.  The Board will ask the fire chief and police chief for their input and discuss it at the next Selectmen's meeting.
·       Wilmot Learning Place - invitation to the children's winter program on Friday December 15 at 11 am in the function room at the WCA.
·       
             The Board signed a Notice of Intent to Cut for Cheryl Bibb on Kimball Road.

            A Building permit application was approved for Morse for a new home on
             Patterson Road.

            The Board had some discussion on archiving town records.  The Administrative
             Assistant will see what neighboring towns are doing about this.

            Selectman Levengood made a motion, seconded by Selectman Morse to have the  
             Planning Board purchase a laptop computer for the use of the Planning and  
             Zoning Boards.  The Board voted 3-0 in favor of the purchase.

            Selectman Levengood made a motion, seconded by Selectman Morse to appoint
             Dick Chase as the Wilmot representative of the Upper Valley Lake Sunapee Regional
            Planning Commission.  The Board voted 3-0 in favor of the appointment.

            The Board signed the contract for Holden Engineers to begin preliminary plans of the
             Kearsarge Valley Road Bridge.  Work will begin immediately.
             
             The Selectmen asked the Administrative Assistant to invite Travis Smith to the next
             Selectmen's meeting to discuss his proposed excavation.

                    
 The Payroll & Accounts Payable manifests were signed.

The next Selectmen's meeting will be on December 13, 2006, at 6:00PM.

          Meeting adjourned at 8:50PM.
