The meeting was called to order at 6:00PM with Chairman Thompson, Selectman Levengood, Selectman Morse and Administrative Assistant Rhonda Gauthier in attendance.
The Payroll & Accounts Payable manifests were signed.
Minutes from September 20, 2006 and September 27, 2006 were approved and signed.
The Board signed the building permit for the Thomas' on Kearsarge Mt. Road to build a new house. Chairman Thompson and Selectman Levengood inspected the property on September 28, 2006 and were satisfied that the plumbing fixtures were removed from the old house. The old house will be used for storage and not living quarters.
The Board met with Eric Westerberg and appointed him to be the Wilmot Health Officer. Mr. Westerberg received his "scope of duties" and the contact information for the state health liaison so he may attend meetings and trainings.
The Town received two bids for solid waste disposal. Chairman Thompson read the bids from Gobin Disposal and Waste Management Systems. The Board is not making any decisions until the next Selectmen's meeting on October 18, 2006.
Lynn Soloman and Brenda Snyder from the Building Committee met with the Selectmen to give them their final recommendations for the highway and transfer station sites. The Board thanked them for all their hard work and dedication. Mrs. Snyder also recommended that the town have an on going transfer station committee to support the Selectmen and Highway Department by encouraging recycling, keeping up with state regulations and monitoring operational improvements. The Board thought it was a great idea. Mrs. Snyder informed the Board that she does not want to be on the committee but will help with the transition. Mrs. Snyder gave the Administrative Assistant some names of people who may be interested.
The Board also informed the committee that transfer station stickers are required by October 11 in order to use the transfer station. The transfer station attendant will need help to enforce this. Lynn Soloman said that she can be there on Wednesday October 11 for awhile. Brenda Snyder said she sent an email to the transfer station committee to ask for their help but had not received any responses yet. Mrs. Snyder will contact the town office if there is any interest from the committee members to help.
Administrative Assistant Gauthier informed the Board that Wilmot tax payers are upset when they come in to get a transfer station sticker and the town clerk is closed. Mrs. Gauthier asked the Selectmen if it was alright to have the transfer station stickers in the Selectmen's office when the town clerk is closed. The Board unanimously agreed that it would be appropriate.

Council on Aging - request for $1,500 for 2007.
Community Action Program - request for $3,432 for 2007.
NH DOT - application for bridge aid - needs to be faxed on October 6, 2006 to be placed on the emergency list for Kearsarge Valley Road bridge.
The Board approved payment of funds to the fire department for answering a call on Tewksbury Road for an illegal burn. The owner of the property will be billed by the forest ranger and the town will be reimbursed.
The Board reviewed the engineering fee proposal from Holden Engineering. The Selectmen have made an initial review of the material and have no concerns at this point.
Selectmen Levengood gave the Board an update on the bond procedure. Levengood said the first step is to retain bond counsel. Selectmen Levengood will be contacting a lawyer that specializes in bond issues and invite him to a Selectmen's meeting.
