Selectmen's Meeting Minutes 09/06/06

The meeting was called to order at 6:00PM with Selectman Thompson, Selectman Levengood and Administrative Assistant Rhonda Gauthier in attendance.

The Board received a letter of resignation from Melinda Siranian as Selectmen.  Her resignation was accepted with regret by the Board and Selectman Levengood made a motion that Selectman Thompson should be the Chairman of the Board.  Her vacant position will be posted.

Chairman Thompson made a motion to have Rhonda Gauthier take the minutes of the Selectmen's meetings and Selectmen Levengood agreed.

The minutes from August 26, 2006 were approved.
The Payroll and Accounts Payable Manifests were approved.

Review of Correspondence:
The Board noted the following items of correspondence:
1.      A letter of resignation from Matt Siranian as moderator and Zoning Board Chairman.  His resignation was accepted with regret by the Board.
2.      Town of Sunapee for a height variance for a wireless tower.
3.      Utility companies assessments from the Department of Revenue.
4.      Wilmot Bicentennial Committee minutes and newsletter.
5.      A draft of the agreement from the Gregors on Messer Road stating the property will always be used by one family as the Zoning Board requested.
6.      The details of the poetry festival from Mrs. Grimm.
7.      Alan Hanscom's report on Russ Jewell's property on Rt 11.
8.      Department of Revenue granting emergency expenditures for Kearsarge Valley Road Bridge.

The Board signed a notice of intent to cut for Piper Pond Realty.

Approved Building permits:
Banergee on Granite Hill Road for a barn
Caponigro on Stonebridge Road for a shed

An abatement request from the Elkins Fish and Game Club was denied.

The Administrative Assistant informed the Board that the transfer station solid waste disposal contract expires December 1.  The Selectmen voted to send it out to bid.  

Lee Ford met with the Board to discuss quotes for paving.   

The Board discussed the savings of co-mingling plastics, aluminum and tin at the transfer station and voted to start immediately.

Rick Gauthier met with the Board to discuss the cease and desist order he received on July 10th regarding renting out the property he owns at 159 Campground Road.  Before speaking with Mr. Gauthier, Chairman Thompson wanted the public to know that public meetings with the  Selectmen will follow strict rules of procedure.  Motion to rescind the cease and desist order with provision that the matter may be reconsidered in the future if deemed necessary made by Selectman Levengood seconded by Chairman Thompson and voted.


The Administrative Assistant informed the Board that she received a call from Bonnie Bean regarding her property pin.  Mrs. Bean stated that they found the pin, it wasn't under the pavement and there is no need to hire the surveyor.  The Administrative Assistant will call the surveyors and inform them that their services will not be required.


The next Selectmen's meeting will be on Thursday September 14, 2006 at 4:00.  The Board will be meeting with engineers for the Kearsarge Valley Road Bridge.

         A motion made by Selectman Levengood to go into non public session   
          at 8:27 PM per RSA 91-A:3, II(d) and  seconded by Chairman
          Thompson.  The leasing of the transfer station was discussed.  The
          Board returned to public session at 8:37.     

Meeting adjourned at 8:45PM.
