The special meeting was called to order at 6:00PM with Chairman Siranian, Selectman Thompson, and Selectman Levengood in attendance.
The Payroll & Accounts Payable manifests were signed.
NH State Representative Jim Danforth from Andover spoke with the Board, Police Chief David White and Road Agent Lee Ford to discuss the recent flooding and the steps to be taken by municipalities and the state to apply for FEMA Disaster Declaration. An application will be completed on Thursday morning and delivered by Chief White to the NH Bureau of Emergency Management.
Copies of this form will be faxed to: Jim Danforth, Alan Hanscom (DOT), Bob Barry of the NHDOT, and Randy Foose, NH State Representative for Wilmot.
Representative Danforth will write a letter to Ed Smith to waive the Wetlands Permit in order to speed up the bridge reconstruction process once the damage has been assessed by the bridge inspector and a plan of action has been decided upon.
Road Agent Lee Ford gave an assessment of the flooding damage and listed the Kearsarge Valley Rd Bridge as number one priority as this is the most used road in town. Stearns Road, Stewart Road, Howe Road are open and being fixed at the present time. Aid was applied for to help defray the costs incurred in the repair of these roads as well. How soon and how the Kearsarge Valley Road bridge will be fixed will depend on the inspection and recommendations received from State DOT. In the meantime, Old Winslow Road will continue to be the detour.
A letter will be sent to the Chase Pond Association suggesting they have their dam inspected after the recent flooding. The Town will also have the dam on Tannery Pond inspected as well.
As a result of the severe flooding and concerns about wells, Chief White will deliver water test kits and applications to: the Sanborns, Grossmans, Tetis, and homes surrounding Monument Place. He will have residents sign a letter stating they had received the test kits. The water at the Town Hall will be tested as well.
The Selectmen discussed a phone call from Donna Sweet concerning grading on Grace Hill Road. A letter will be sent to Ms. Sweet indicating that all grading occurs within the town right-of-way to maintain the roads.
Kim White's question regarding a failed septic system permit received for the post office property was reviewed. It was determined that the septic issue in question did not originate with the Town Office. Ms. White will need to contact the State for more information regarding this matter.
The Board reviewed and signed a letter to Margaret Jewell regarding the status of burning at the transfer station. Burning had been stopped and options were reviewed, including chipping the brush or trucking the brush to another town for removal. These options are not economically feasible at this point and burning will resume at the transfer station.
A letter was reviewed and signed for Laurie Buckley regarding pending litigation in the Henniker District Court. The Board informed Ms. Buckley she would need to contact the Court directly or Chief White to gain information about the status of the case.
Selectman Levengood discussed the Transfer Station Committee progress, including an email question from Brenda Snyder and Tom Kraeger. The Board will meet with them at the next meeting to discuss this matter.
The Board discussed the Building Committee's Transfer Station and Highway sub-committees. The Board will meet with Lynn Solomon (chair of the committee), Brenda Snyder (co-chair of the Transfer Station committee) and Lorrie Sliter (co-chair of the Highway Garage Committee) at 6:30pm on May 24, 2006 for an update on the committees’ progress and future steps to be taken.
Selectman Thompson updated the Board on the Planning Board’s Capital Improvement Plan meeting on May 16th at the Town Hall. He noted the Conservation Commission, Recreation Committee, Library, and Fire Department were not represented at this meeting where committee assignments were decided. Letters will be sent to these committees to inform them of the CIP program and to inform them of their liaison representative from the Planning Board who will work with them to get up to speed with the plan. John Morse will work with the Conservation Commission, Fritz Giddings will work with the Fire Department, Brenda Snyder will work with the Library, and Bill Woodger will work with the Recreation Committee.
Chairman Siranian reviewed with the Board a situation which had arisen involving the use of the Town Hall by S.K.I.T. As a result of confusion involving access and keys, Chairman Siranian requested the locks on the Supervisors of the Checklist room be changed. The Board unanimously agreed. Matthew Siranian will change the locks as well as change the hinges to security hinges. Chairman Siranian also requested that a list be made of all key holders and the keys which they hold.
The next Selectmen's meeting will be on May 24, 2006, at 6:00PM.
