2005 Annual Report of the Wilmot Planning Board

This year was a year of challenge and a year of accomplishment. The ongoing planning board activity demonstrates a continued need to address the growth of both residential as well as small commercial development throughout the town. The board continues to struggle with need to allow growth without over burdening town services. Attempting to balance the needs of both the town and the landowners has driven most of the activity of the board over this past year.

Extensive time and effort was put into the drafting of new subdivision regulations. The new regulations bring all departments and town groups into the fold and ask each to take an active role in the consideration of any new major subdivision. This approach will allow for a wider range of input and a wider range of involvement throughout the approval process. The board looks forward to working with all members of the town in developing our town in a way that is fair to the landowners and in keeping with the capabilities of the town services.

The board has come to the town for their consideration of the development of a Capital Improvement Program (CIP). The town indicated a desire to develop this program through the most recent master plan survey and through discussions with various boards and commissions in town. The town needs to respond affirmatively to the board’s request to develop and ultimately implement this program. The development of a CIP will require the time and effort of not only the planning board but also several volunteer members of the town. A CIP is a program that allows the town to plan more accurately for any and all anticipated capital improvements specific to each town department. It is a financial planning tool that is invaluable in maintaining consistent annual expenditures and preventing significant spikes in the town tax rate. It is the board’s hope that the town will continue to support and be involved with the development of CIP.

In addition to the CIP, it is our hope that several other concerns of the town that were identified in the master plan survey can be addressed and implemented in the next year. We invite all town’s people to participate in this process and welcome all to attend our monthly meetings to offer their ideas and assistance in developing the future of our town.

As a final comment, I would be remiss if I did not thank Tracy Jordan, on behalf of the entire board, for her tireless efforts in attending to the needs of the board as well as the various applicants before the board. Tracy has continually brought all matters before the board in an accurate and timely manner. Her dedication has made the processes involved with all aspects of the board’s operation evolve in a smooth and seamless manner.
